The Galveston County Mayors have appointed Billy Enochs to the Gulf Coast Authority (GCA) for a second term ending August 31, 2026. “It is a pleasure to continue serving on the GCA Board of Directors,” said Enochs. I want to thank the Galveston County Mayors for their continued trust in me.”

Mr. Enochs serves as the Regional Medical Plans Officer for FEMA Region 6 in the National Guard Bureau Office of the Joint Surgeon and the Texas Military Department. With over 20 years of organizational leadership across various industry sectors, he brings a wealth of knowledge in team management and development.

“Well-respected among his peers, Billy is a great asset to the Authority,” said Franklin D.R. Jones, Jr., Chairman of the GCA Board of Directors. We look forward to his continued service and his many contributions to policy for protecting the waters of Texas.”

Mr. Enochs holds a Bachelor of Science in Environmental Science, a Master of Business Administration concentrated in Management Information Systems, and a Master of Public Health.
